The Minister of Economic Development M. Oreshkin and the Head of the AIP of Russia D. Zhuravsky signed an agreement that opens a new stage of cooperation between the Ministry and industrial parks. 06.06.2019


The agreement on cooperation between the Ministry of Economic Development of the Russian Federation and the Association of Industrial Parks of Russia was signed on the St. Petersburg International Economic Forum on June 6, 2019. The document is intended to systematize the work of the Ministry with the Association based on long-term interaction history, to set up priorities for cooperation, taking into account the urgent tasks of the implementation of the National Project “Small and Medium Entrepreneurship”. The subject of the agreement is expert and methodological assistance for the creation of industrial parks in the framework of the National project, improving the quality of project documentation of industrial parks, as well as conducting joint activities aimed at raising the awareness of regional authorities on the existing measures of state support and attracting investors. AIP will use the experience and best practices accumulated over past 10 years to improve the quality of the declared industrial parks. The role of the AIP is growing during the expert assessment of the pre-project and design estimates of the subjects of the Russian Federation sent to the Ministry. Further implementation of the outlined plans will be carried out under the auspices of the Investment Policy and Entrepreneurship Development Department of the Ministry of Economic Development of the Russian Federation. The Deputy Director of the Department, Olesya Teterina is a member of the Board of the AIP of Russia, which allows the Ministry to organize effective interaction with the Association on a daily basis. The National project provides subsidizing of industrial parks - as an infrastructure for locating new productions of small and medium-sized businesses. It is planned to co-finance (90 - 95% from the federal budget and the rest from the funds of a constituent entity of the Russian Federation) up to 80% of the costs of a private management company to create a private industrial park. At the time of filing an application for a subsidy, the infrastructure objects declared for financing should be designed at the expense of the initiator, and they should be reviewed by state experts. Subsidy funds can be used for the following areas: - creation and (or) development of energy and transport infrastructure (roads); - engineering training within the boundaries of the land plot on which the private industrial park is located, including the overhaul of engineering communications; - leading to the border of a private industrial park of engineering infrastructure networks (heat, gas, electricity, water, storm sewers, wastewater treatment systems, communication lines); - preparation of industrial sites, including communication; - equipping with industrial and technological equipment for collective use; - technological connection to the electric grid facilities; - reconstruction of industrial premises of a private industrial park; - payment of interest on loans (loans) issued for the implementation of the measures specified in this paragraph, at the rate of no more than three-quarters of the Bank of Russia key rate on interest paid on loans (loans), but not more than 70% of the actual costs incurred. The total amount of subsidies (not only industrial parks) for the period 2019-2024. provided in the amount of 30 billion rubles. For 6 years, it is planned to finance about 200 industrial parks. Main settings: • up to 500 million rubles of the federal budget investment in the project; • The term for a resident is up to 1.5 - 2 years. The total amount of subsidies from the federal budget allocated for co-financing the creation of industrial parks in 2019 amounted to 3.03 billion rubles for new projects and 758 million rubles for previously funded projects. For comparison, in 2018, the Ministry of Economic Development of the Russian Federation allocated 826 million rubles to support industrial parks, which allowed supporting only 6 industrial parks. Thus, the amount of funding for industrial parks in the 2019th year increased by 4.5 times compared with the previous year, and for the first time the parameters of the program allowed to receive a subsidy private industrial parks. The total number of funded projects also increased and covered 17 industrial parks from 13 regions. Currently, the Ministry of Economic Development of the Russian Federation is accepting applications for subsidies for the implementation of projects of creation and development of industrial and agro-industrial parks in 2020. It is expected that the financing parameters will remain at the same level and will be up to 4 billion rubles.
